Overview & Agenda 


  • Facilitate updates on progress, exchange of information and share of good practices and experience in integration of local climate action to efforts at the subnational, national, regional, global level.
  • Enhance engagement of delegations of Local Governments and Municipality Authorities (LGMA) Constituency throughout UN Lima Climate Change Conference.
  • Provide active contributions in the official UNFCCC negotiations, with a specific focus on ADP Process, including the work of Technical Expert Meeting on Urban Environment. 


  • Hosting, co-organizing or contributing to side events, workshops, panels inside or outside the UNFCCC Conference venue, and mobilization of senior technical staff or political leaders of representatives local and subnational governments, including supporting the efforts of the incoming COP20/CMP10 Presidency with the availability of resources.
  • Coordination of the drafting, delivery and dissemination of LGMA Daily Briefings and interventions at the relevant official sessions throughout UN Lima Climate Conference between 1-12 December 2014.
  • Dialogues with the delegations of Friends of Cities at the UNFCCC and their allies, the UNFCCC Secretariat, and COP/CMP Presidencies. 

Expected Outcomes:

  • Enhanced understanding for vertically integrated climate action at the local, subnational, national, regional, global level.
  • Advancing the recognition, engagement and empowerment of local and subnational governments in the Post2015 Global Climate Regime as governmental stakeholders, with a particular goal of adopting a 10-Year Action Plan as a part of Paris2015 Outcome.
