Biodiversity Summit For Cities & Subnational Governments 2014

What is the Biodiversity Summit?

Happening in parallel with the Convention on Biological Diversity Conference of Parties (CBD COP12), the Biodiversity Summit for Cities and Subnational Governments will convene over 900 representatives from the local, subnational and national governments to explore ways on how to integrate biodiversity across government sectors, strengthen multi-level cooperation in support of the Strategic Plan of the CBD (2011-2020) and its Aichi Targets, and reinforce support for the Sustainable Development Goals on Biodiversity and on Cities.

A key outcome of the Summit will be the Gangwon / Pyeongchang Resolution for Cities and Subnational Governments which will demonstrate the spirit of cooperation between cities and national governments to jointly uphold urban biodiversity. The Gangwon Resolution will also concretize support to the SDG process, specifically on the stand alone goal on Urban SDG (Goal 11) and on Biodiversity Conservation (Goal 15).

Meanwhile, the CBD COP 12 will feature a proposed suite of decisions on the implementation of the United Nations Strategic Plan for Biodiversity. One of the decisions under this umbrella is the “Cooperation with other Conventions, International Organizations and Stakeholders’ Engagement Including Business”, which includes a section on engagement with subnational and national governments. The COP12 is the fourth consecutive COP to consider text on subnational implementation, and the first to focus explicitly on sustainable urbanization.

What will be discussed?

The Summit will explore and provide opportunities for discussions on how to enhance multilevel governance - vertical cooperation among various levels of governments and horizontal cooperation across government sectors.

Specifically, it will delve on the following themes:

• Biodiversity and cities in the SDGs
• The Global Partnership on Local and Subnational Action for Biodiversity
• The importance of Subnational Implementation in the context of CBD COP 12
• Understanding the science-policy interface
• Biodiversity Planning – Designing a greener future
• Alignment between local, subnational and national governments in terms of biodiversity planning
• The Gangwon /Pyeongchang Resolution on Cities and Subnational Governments for Biodiversity
• Gaining public and political support for implementation
• The Green Creative Economy – Reconciling the Parallel Systems
• Mayors and Governors Roundtable - The Urban Nexus
